Question:
When can I key into a resident's room? Are other allowed to be let in someone else's room?

Answer:
Use of the master key should only be at times when you are doing a confronting a situation, lock out or medical emergency. Non-residents of a particular room are not permitted entrance to that room via the master key (i.e. you can't let someone into a room unless they live there). No one should ever have a master key except an CA, SCA, GHD, or AC.
